Abstract: In order to counteract the negative effects of population ageing on the sustainability of pension schemes and on economic growth, higher labor force participation of older workers is advocated in western countries (Bongaarts 2004; Christensen et al. 2009; Vaupel and Loichinger 2005; Scherbov et al. 2014). Longer active lives are encouraged by raising the age at eligibility to pension benefits and by restricting access to early retirement benefits (OECD 2015). When taking such measures, governments implicitly assume that workers are healthy enough to keep working beyond the ages at which they currently retire. In other words, they assume that there is substantial unused capacity to work past the traditional retirement ages. If this proves right, workers are likely to respond to the policy changes and work longer. If this proves wrong, workers will retire . . .
