Abstract: For many across the world, whether one has access to the benefits of electricity depends largely on the choices of governments and political leaders. This book offers and account of the intricate political motivations that shape leaders' decisions about how to deliver electricity and how elections influence the provision of these seemingly universal public goods. This project began as a doctoral dissertation under the wise counsel of Miriam Golden and Daniel Posner. I am ever thankful for their encouragement and support.
