Abstract: Low income bill subsidy and energy efficiency programs for low income households in California are provided by the investor owned electric and gas utilities of California. IPUMS provides assistance in annual estimates of eligibility, in combination with a number of other data sources including the American Community Survey (PUMS and Summary), monthly CPS data, California CPI estimates, California Employment Development Department small area reports, and others.
