Abstract: The key intent of this paper is to lay the foundation for a more complete understanding of poverty and its connections to economics and public policy by accounting for the cost of living and demographics. This analysis of demographic differences in state poverty rates, especially among minorities, may spur both federal and state policy makers to consider new approaches for reducing poverty, 50 years after Lyndon Johnson declared war on poverty.
