Abstract: If an economy should produce benefits for most of its people, America has failed for the past generation. In terms of wage growth and inequality, America has fallen far behind its peer nations in Europe. Why? Not due to the inevitable forces of globalization and technical change, which the Europeans must also contend with, but due to policy failure. Here’s how to correct that.
