Abstract: Title VII of the Civil Rights Act of 1964 and Title VIII of the Civil Rights Act of 1968 are public policies designed to improve the quality of life for African-Americans by opening access to opportunities for employment and housing, respectively. As this polity is now fourteen years into the twenty-first century, the appearance of triumphs that occurred because of the civil rights movement did not result in the long-term equality that policy makers hoped would occur because of legislative enforcement.
