Abstract: The Medicaid and CHIP Payment and Access Commission (MACPAC) commissioned the Urban Institute to update its model to consider the alternative health insurance options that would be available to children enrolled in separate CHIP programs were separate CHIP coverage to be discontinued. The analysis prepared for MACPAC was based on the Urban Institute's Health Insurance Policy Simulation Model (HIPSM) that relies on the American Community Survey (ACS). the HISPM-ACS was updated for this analysis using new estimates from the Medical Expenditure Survey-Insurance Component (MEPS-IC).
