Abstract: Immigrant Policy - policies focusing on immigrants - has been vigorously debated in this country. Most of the debate focuses on legal status (citizenship) or fiscal status (fiscal costs to society). This paper presents a new perspective on immigrants - Immigrant Capital - which portrays immigrants as assets to the communities in which they live. A case study of the immigrant capital of people of Mexican origin in Minnesota illustrates this new perspective.
