Abstract: Over the past decade, policymakers and employers have been concerned that slower population growth combined with the retirement of the baby boom generation would lead to a shortage of skilled labor. Even prior to the Great Recession, the concern was that an inadequate supply of skilled workers at both the top and middle of the distribution would hamper future economic growth by creating barriers for firms looking to locate or expand in the United States. More recently, the worry is that the lack of skilled workers has made it difficult to fill jobs that are in high demand during the economic recovery, leading to slower than expected improvement in the labor market. Of particular concern is the lack of workers able to fill middle-skill jobs that require some postsecondary education and training but less than a four-year college degree. This means having not only a sufficient number of workers but also a workforce with the right mix of skills to meet the diverse needs of the nations economy.
