Abstract: The housing crisis in California has led to the need to find a solution that can provide much needed relief to those suffering from the massive supply shortage in the state. Out of the five housing propositions on the California 2018 midterm election ballot, Proposition 10, the ballot for rent control got the most media attention. This paper will look to quantity the effect of rent control and see if the benefits outweigh the costs. The paper will focus on the 1979 passing of rent control in Santa Monica and utilize a difference in difference method to see how key variables such as quality, public assistance and turnover rates change over time.
