Abstract: Figure A1 shows the number of votes on immigration in a given year in the first panel. Starting in the 1950s, Congress considered immigration bills almost every year and the average number of votes have increased since 1980. While the total number of votes on immigration has increased over the last 30 years, it has not increased greatly as a proportion of the Senate’s total business (second panel of Figure A1). Immigration has never been more than 10% of the Senate’s total business in a given congress. . .
