Abstract: Title VIII of the Civil Rights Act of 1968, referred to as the Fair Housing Act (FHA), gave HUD two main mandates: (1) to stamp out illegal discrimination in real estate transactions (including the rental, purchase, or financing of housing) and (2) to affirmatively further fair housing (AFFH). Further acts, including the equal Credit Opportunity Act of 1974 and the Community Reinvestment Act of 1977 reinforced these mandates, further prohibiting discrimination in issuing mortgages and against minority neighborhoods.
