Abstract: The systematic examination of court caseloads has declined over the past several decades. This is largely because of the mixed results, and the lack of a coherent theory or the development of testable hypotheses. This paper reports the examination of a twenty-year period of Federal District Court filings, along with a variety of socio-economic, and political variables, in an effort to provide a sound basis for the development of testable hypotheses and a theory of caseload patterns.
