Abstract: Discusses issues concerning high-school graduate students with solid B averages, who are finding it hard to get into public universities, in relation to the increasing number of students enrolling in U.S. colleges and universities as of July 2, 2004. Estimated number of undergraduate students who will be enrolled by 2015; Factors that contribute to the increasing number of students seeking college degrees; Reason high-school students with good records are competing for the number of slots at public flagship universities; Details of the approaches which could increase institutional capacity, faculty productivity and allow students to take the courses they need to obtain their degrees faster and at less expense.
