Abstract: A multidimensional poverty index for the United States is designed, evaluated, and defended as a useful measurement tool for policymakers to evaluate poverty. Chapter 1 presents a normative case for the index. Chapter 2 reviews the literature on poverty measures. Chapter 3 constructs the proposed index. Chapter 4 is a statistical examination of the internal structure of the index. Chapter 5 explores the index across states, over time, and among population subgroups, as well as presenting policy applications.
