Abstract: The Maryland Health Benefit Exchange, which operates Maryland's state-based health insurance marketplace, Maryland Health Connection, analyzed the Maryland uninsured population by geography, demographic characteristics, and eligibility for government programs before and after the job losses resulting from the COVID-19 pandemic. This report details the methodology and results of this effort along with the construction of an interactive web dashboard that will enable other researchers, outreach, and marketing to effectively identify and target those most at risk of being uninsured and those experiencing new uninsurance due to the pandemic.
