Abstract: The nation needs to modernize its “built environment” of how Americans save for retirement. A good retirement savings system helps people adequately accumulate assets, invest those assets well, and receive those assets as a lifelong benefit. A universal, government-administered plan would provide adequate, advancedfunded retirement annuities for all—and, converting the tax deductions to a refundable tax credit is a key feature of fairness and efficiency. Guaranteed Retirement Accounts supplement Social Security and are mandated and a public option to current commercial IRAs and 401(k) plans.
