Abstract: Strong public support and extensive research show- ing the value of high-quality early childhood edu- cation and care (ECEC) are driving demand for the expansion of ECEC services across the United States. However, persistent difficulties with recruiting and retaining qualified workers—including workers with the linguistic and cultural competence skills to provide quality services to the nation’s diverse young-child population—threaten to short-circuit efforts to better support the healthy development and well-being of young children across the country. More than 100,000 ECEC workers left the field during the COVID-19 pandemic, but many of the most acute challenges predate the public-health crisis, includ- ing shrinking teacher pipelines, high turnover, and low pay.
