Abstract: The Growth Management Act in Washington allows subarea plans as an optional element, where the subarea plan is consistent with the Lewis County Comprehensive Plan (RCW 36.70A.080). A starting point for any comprehensive planning effort is to establish the factual basis from which the plan is developed. This existing conditions report, completed in April 2022, forms the factual basis for the Packwood Subarea Plan.
