Abstract: This study was commissioned by the Duluth Seaway Port Authority (DSPA), who engaged the Initiative for a Competitive Inner City (ICIC) to complete the study. ICIC is nationally recognized for its research on equitable economic development and was the lead consultant on the 2012 Industrial Strategy for the City of Saint Paul, which was prepared for the Saint Paul Port Authority.
