Abstract: The purpose of this brief is to assess whether state and local government employees in West Virginia are compensated more than their private sector counterparts. A simple comparison of the average compensation of the two is not enough. An apples to apples comparison requires controlling for factors like education, age, disability, race, sex, and hours worked.
