Abstract: This dissertation addresses health care providers behavioral responses to incentives built into payment systems. In particular, my dissertation focuses on the home health care industry, and addresses how home health agencies have strategically navigated the Medicare reimbursement system. Examining Medicare home health care allows a unique opportunity to explore health care providers response to payment systems. That is because home health care has undergone drastic changes in its payment system as the government has struggled to develop a payment system that prevents home health care agencies from providing care based on profit motives only.
