Abstract: A legacy of immigration laws, families have become more diverse in race and ethnicity. Public policies have created new inequalities by legal status within and between immigrants. U.S. policy shows decisive contradictions. The cornerstone of immigration law is family reunification, but immigration and welfare policies impose burdens fostering insecurity and hardship for families. Often lacking the income, health, and other resources to be self-reliant, older immigrants highlight this contradiction.
