Title: How Much Could Policy Changes Reduce Poverty in New York City?

Abstract: Three NYC organizations - the Federal of Protestant Welfare Agencies, Catholic Charities Archdiocese of New York, and UJA-Federation of New York - jointly selected a set of policies and contracted with the Urban Institute to test their effects on rates of poverty individually and combined. The set includes three policies directly tied to employment and earnings, three in-kind benefits, and a new tax credit for nonworkers.
