Title: Surge in Immigration in 2014 and 2015? The Evidence Remains Illusory

Abstract: The data presented below shows that any increase[2] in foreign-born arrivals in 2014 would have been the result of increases in temporary admissions and the return of former (largely legal) immigrants to the United States. The temporary workers and students will eventually leave, or some will adjust to LPR status (within the numerical limits). Strictly speaking, returning former immigrants are not new immigrants. Increases in these two categories do not support the CIS statement that “the scale of new immigration is clearly enormous.”
