Abstract: This study is exploratory and the precursor of what we hope will be a larger, national study over the coming years. It was conducted as pro bono work by University researchers without external funding. We are grateful to the Hubert H. Humphrey Institute of Public Affairs at the University of Minnesota for the research assistant and the resources to conduct and disseminate the research.
